1- Council Composition
The GIC Vietnam Certification, Validation/Verification Council is established with a diverse composition to ensure a balance of interests. Council members include representatives from regulatory agencies, reputable experts in the fields of management systems and product quality, experts in greenhouse gas (GHG), environment and sustainable development, representatives of client organizations/enterprises, and other interested parties. The number of members belonging to GIC Vietnam does not constitute a majority in the Council.
2. Functions
The Council operates as an independent mechanism with the highest function of orientation and oversight to ensure impartiality and fairness in all activities of GIC Vietnam, including: certification assessments (management systems, products) and validation/verification (GHG inventory, ESG reports, etc.).
3. Duties and Authorities
• Contributing opinions on and approving policies and principles related to impartiality and the service development orientation of GIC Vietnam.
• Approving the General Regulations on certification and General Regulations on validation/verification activities.
• Periodically reviewing risk analysis reports regarding impartiality and evaluating the effectiveness of risk control measures applied by GIC Vietnam.
• Participating in the review and direction of the resolution of complex or serious complaints and appeals related to certification/verification conclusions or impartiality.
• Monitoring to ensure that no commercial or financial pressures affect certification, validation/verification decisions.
4. Organizational Structure
The structure of the GIC Vietnam Certification, Validation/Verification Council consists of:
• Council Chairman: An independent member (not GIC Vietnam personnel) elected by Council members.
• Council Vice-Chairman, Members, and Council Secretary.
5. Working Methods
The Council operates based on democratic and collective principles. The Council meets periodically at least once a year to review the system and impartiality management activities. When necessary, the Chairman has the right to convene extraordinary meetings. Council decisions are passed based on discussion, contribution of opinions, and voting by members (with an approval rate according to the Council's working regulations, usually at least 2/3 of attending members).
