Certification and Verification/Validation Council
The Council is established to ensure a balanced representation of interests, safeguard impartiality and provide independent oversight of GIC Vietnam's certification and verification/validation activities.
Council Composition
The GIC Vietnam Certification and Verification/Validation Council is established with diverse representation to ensure an appropriate balance of interests.
Council members include representatives of government regulatory authorities, recognized experts in management systems and product quality, specialists in greenhouse gases, environmental management and sustainable development, representatives of client organizations and businesses, and other interested parties.
Functions
The Council operates as an independent mechanism with the highest-level advisory and oversight function to safeguard impartiality and fairness throughout GIC Vietnam's activities.
Responsibilities and Authority
- Provide comments on and approve policies and principles relating to impartiality and the strategic development of GIC Vietnam's services.
- Approve the General Rules for Certification and the General Rules for Verification/Validation Activities.
- Periodically review reports on risks to impartiality and evaluate the effectiveness of the risk control measures implemented by GIC Vietnam.
- Participate in the review and direction of the resolution of complex or serious complaints and appeals relating to certification/verification conclusions or impartiality.
- Oversee activities to ensure that commercial or financial pressures do not influence certification or verification/validation decisions.

Working Method
The Council operates on democratic and collective decision-making principles. It meets periodically at least once a year to review the system and activities relating to the management of impartiality.
Where necessary, the Chair may convene extraordinary meetings. Council decisions are made through discussion, consultation and voting by its members, with the approval threshold determined by the Council's rules of procedure, typically requiring at least two-thirds of the members present.
